Billy was born in Oakdale to Bill and Alice Highfill. He attended Oakdale schools graduating from OHS in 1975. Billy was preceded in death by his parents, Bill and Alice. He is survived by his wife of 27 years Brenda, children Brianne (Nick), Kylie (Kevin), Megan (Andrew), Clayton and six grandchildren Marcus and Ava Lund, Charity and Dominick Ratti, Lily and Rhett Shelby, his sister Karrie (Farrel).

Services will be held on April 27 at 10 a.m. at Community United Methodist Church, 1480 Poplar St., Oakdale, reception to follow at the home of Lisa Morey, 12643 Lone Oak Road, Waterford.
