Receiving an award from the City of Oakdale for its years of service to the community on the Halloween Parade is Kiwanis President Myril Tougaw. Mayor Pat Paul presented the award at the Nov. 19 City Council meeting. The Kiwanis Club of Oakdale originated the parade and still participates by serving a free hot dog meal to all who come, with the parade ending at the Bianchi Community Center plaza.
