A girl, Scarlett Eve Kelsey, was born November 17, 2009 to expectant parents Bill and Renee Kelsey of Oakdale. The newborn weighed seven pounds, 14 ounces upon arrival at Oak Valley Hospital.

The mother is the former Renee Segraves.

Welcoming the newcomer home were older siblings Autumn, Camille, Sage and Rhys.

Scott and Cheryl Segraves of Oakdale are the maternal grandparents.

Gene and Jo Karr of Oroville are paternal grandparents.
