Schools Spending Plan In Place

The 2013-14 proposed budget for the Oakdale Joint Unified School District was approved at the recent Board of Trustees regular meeting. However, the budget will likely require updates and modifications in the future as it does not reflect the final state budget.

OJUSD Chief Business Officer Susan Dyke reported that total revenues for the district for 2013-14 will be at about $40.3 million. Total expenditures for 2013-14 are projected to be about $40.6 million.

The overall reserves for 2013-14 will be approximately $8.8 million, or 22 percent, of which five percent, or $2 million, is for “economic uncertainties.” Dyke said cash is projected at $6 million in the ending fund balance.

“If the governor gets deferrals paid down for 2012-13, we may see our cash position improve in 2013-14 to $7 million cash of that 22 percent reserve,” Dyke said.

Payroll in the district makes up approximately 80 percent of the total budget. Certificated salaries are projected for 2013-14 at slightly over $20 million, while classified salaries are projected at nearly $5.9 million.

Dyke also reported that some new positions are being added for the 2013-14 year. The district is restoring an elementary band instructor position, and has added one after school program supervisor, one resource teacher, and two (educational) intervention specialists.

There were also 19 retirements in 2012-13, Dyke noted, and the replacements for those positions are not as senior, so the district saved quite a bit of money there for 2013-14.

She also reported that there will be a slight (funded) COLA (cost of living adjustment) of 1.565 percent. She also added that a large assumption that the district did not include in the budget is the governor’s Local Control Funding Formula proposal, which could give an additional $1 million revenue increase ongoing for the district if the legislature passes it.

The next regular meeting of the OJUSD Board of Trustees will be at 6:30 p.m. on Monday, July 8 at the Oakdale City Council Chambers, 277 N. Second.
