Domestic Dispute Turns Into Barricaded Subject

Oakdale Police responded to a reported domestic disturbance where the wanted suspect from earlier in the day returned to Old Bluff Court on Thursday night, July 10 at 5 p.m. The incident resulted in the eventual arrest of one of the suspects for kidnapping and false imprisonment in addition to the previous domestic violence charges.

Neighbors in the area reported that police shut down the street as they attempted to negotiate with Michael Starks, 31, who had locked himself in a house and refused to come out to meet with officers who were called to the scene.

Oakdale Police reported all of their patrol units were required for the incident for 35 minutes while police attempted to contact Starks inside the house and prevent entry onto the court by any vehicle traffic.

Oakdale Police Officer Rocky Anderson stated that police units had been called to the residence earlier in the day regarding a regarding a domestic violence incident where Starks had reportedly battered the victim and fled prior to the arrival of police. A probable cause warrant for Stark’s arrest was obtained by Oakdale Police that afternoon.

Police said Starks returned to his residence that afternoon and tried to keep two people in the house from fleeing once he arrived.

“She was able to get a distress call out to her sister,” Anderson said about the victim. “She called us and eventually she and their child were able to get out.”

Anderson said Starks barricaded himself inside the house at which point police had to use a public address to call him out. Once he came outside, Starks was still uncooperative to the officer’s orders and a Taser was deployed to safely take him into custody.

Sergeant Ben Savage said Starks was arrested for kidnapping and false imprisonment of his wife and child and felony sections of battery upon his spouse and making criminal threats.

Starks is being held in Stanislaus County jail in lieu of $100,000 bail.
